To add a background in Teams:
In Teams, tap the CALENDAR tab
Find a meeting and tap JOIN
IN the pre-join screen, tap the CHANGE BACKGROUND button
Select the ADD NEW+ button and you should be able to add the background you downloaded
Select DONE or the X at the top of the screen.
Join that meeting or close out of that meeting.

Are you missing some important information because it keeps going to your Promotions folder in Outlook? (Like, say, the Weekly Update for example?) Here is the hack that will retrain what the system assumes is subscription email:
1. Open Outlook and go to the Promotions folder.
2. Select an email that should be in the Inbox.
3. Right-click the email and select Move to > Inbox.
4. In order to train the system you may have to do this several more
times.
5. Each time you move your wanted emails to the Inbox, Outlook will
start to learn which emails you want to see in the Inbox and which
emails you want to see in the Promotions folder.
